Health, Safety, Wellbeing and Quality Director, MetroLink Programme

Transport Infrastructure Ireland (TII) invites applications for the position of Health, Safety, Wellbeing and Quality Director for the MetroLink Programme in Dublin, Ireland.

As MetroLink's Health, Safety, Wellbeing and Quality Director, you will be central to the delivery of the largest transport infrastructure project ever undertaken in Ireland.

TII attaches the greatest importance to the health and safety of everyone employed on the MetroLink Programme or directly affected by its works. The role holder will be responsible for establishing and leading the MetroLink HSWQ function and overseeing the delivery of health, safety, wellbeing and quality standards across all project activities.

About MetroLink

MetroLink is Ireland's first fully automated, high-capacity metro railway and represents the most significant transport infrastructure investment undertaken by the State in almost a century.

The 19km railway will comprise 16 new stations connecting Swords, Dublin Airport and Dublin city centre, integrating with Irish Rail, DART, Luas and Dublin Bus services to create a connected public transport network.

With trains operating every three minutes during peak periods, MetroLink will carry up to 20,000 passengers per hour in each direction and is expected to serve approximately 53 million passengers annually. Journey times between Dublin Airport and the city centre will be reduced to around 20–25 minutes, providing faster, more reliable and sustainable transport for future generations.

Key Responsibilities

• Leading the HSWQ function, demonstrating organisational leadership and collaborating with the wider leadership team to define how decisions are made, teams are led and individuals are motivated to achieve MetroLink’s vision and strategic objectives.

• Providing strategic direction for the MetroLink HSWQ function, including people and talent management and leading through change.

• Developing and embedding the ‘Meitheal’ philosophy and a ‘zero harm’ culture.

• Leading the continued development and implementation of a safety management system (SMS) that takes a systematic approach to managing safety, including organisational structures, accountabilities, policies and procedures.

• Working with partner organisations to oversee the development of health and safety systems, controls, processes and procedures that are fit for purpose, agile and robust in supporting the delivery of MetroLink.

• Collaborating with other Directors in the MetroLink Directorate to deliver an integrated metro design that complies with all relevant general and specific standards.

• Embedding and promoting a strong health and safety culture across the entire delivery of MetroLink.

Key Skills & Experience

• TII requires the role holder to have significant direct experience of leading multidisciplinary safety teams through the development, procurement and construction phases of highly complex, large-scale engineering capital projects and programmes. This should incorporate systems thinking and experience operating within a city environment.

• Experience leading Health, Safety, Wellbeing and Quality functions within a highly multidisciplinary project environment.

• Experience as a Health and Safety Director with direct oversight of highly complex, large-scale engineering capital investments of significant value.

• Experience undertaking safety assurance throughout all stages of highly complex, large-scale engineering capital programmes through to operation.

• Substantial experience gained within complex, safety-critical infrastructure programmes in urban environments, such as a metro, major rail scheme or similar, preferably including heavy civil engineering and tunnelling works.

• Experience establishing a controlled safety environment with the maturity and sophistication required for a project of this scale and complexity.

Qualifications and Professional Memberships

• An honours degree in a relevant discipline, such as health and safety, engineering or construction management.

• Chartered status with a suitable professional body, such as IOSH, the Chartered Quality Institute or another appropriate institution.
