The Organisation:
The Grangegorman Development Agency (GDA) is a statutory agency established in 2006 under the Grangegorman Development Agency Act 2005, responsible for delivering one of Ireland’s most significant urban regeneration programmes. The GDA’s mission is to transform Grangegorman into a vibrant community encompassing a world-class, integrated and inclusive education, health and community campus and urban quarter.
To support this, the GDA is recruiting a Human Resources Manager.
The Role:
The Human Resources Manager will play a key role in delivering high-quality, people-focused HR services across the Agency. This role combines hands-on HR operations with strategic input, supporting recruitment and onboarding, advising managers, ensuring compliance with employment legislation and public sector standards, and contributing to an inclusive and positive workplace culture.
Reporting to the Head of People & Engagement, the successful candidate will support the development and management of the Agency’s HR function while contributing to workforce planning, employee engagement, organisational development and continuous improvement initiatives.
Key Responsibilities:
Lead recruitment and onboarding activities across the organisation
Provide HR advice and support to managers on employment law, policies and employee relations matters
Develop, review and implement HR policies, procedures and governance frameworks
Ensure compliance with Irish employment legislation, GDPR and public sector requirements
Manage HR systems, workforce reporting and payroll-related HR processes
Support performance management, learning and development, and employee wellbeing initiatives
Contribute to culture, engagement and organisational development programmes
Support delivery of the Grangegorman Employment Charter and community-focused workforce initiatives
Maintain strong governance, audit readiness and HR documentation standards
Candidate Requirements:
Essential:
Relevant third-level qualification (NFQ Level 7 or higher) in Human Resources, Business or a related discipline
CIPD qualification and active membership (full or part qualified)
3–5 years’ experience in a similar HR role
Experience managing end-to-end recruitment and onboarding processes
Strong knowledge of Irish employment law and HR best practice
Experience advising managers on employee relations and HR policy matters
Experience with HR systems, workforce reporting and payroll-related processes
Strong interpersonal, communication and stakeholder management skills
Desirable:
Postgraduate qualification in Human Resource Management, Employment Law or a related discipline
Public sector or regulated-sector experience
Experience in workforce planning or organisational development
Training in coaching, mediation or equality, diversity and inclusion
Experience working within a small HR
