The Organisation
The Grangegorman Development Agency (GDA) is a statutory agency established in 2006 under the Grangegorman Development Agency Act 2005, tasked with one of Dublin’s largest urban regeneration projects in decades. The GDA’s mission is to transform Grangegorman into a vibrant community with a world-class, integrated, and inclusive education, health, and community campus.
To support this, the GDA is recruiting a Capital Projects Director.
The Role
The Capital Projects Director will play a pivotal leadership role in the delivery of key capital projects on behalf of the Agency, ensuring projects are delivered in line with approved scope, budget, schedule, quality, sustainability standards, and governance requirements.
This role involves leading complex, multi-stakeholder capital programmes across their full lifecycle—from project initiation through to construction and handover—while ensuring compliance with public sector frameworks and best practice.
The role sits within the senior leadership structure, working closely with the Chief Executive Officer and Executive team, and contributing to the delivery of a high-quality, sustainable urban quarter in Grangegorman.
Key Responsibilities
- Lead the delivery of major capital projects across the full project lifecycle
- Provide strategic oversight as Senior Responsible Officer
- Ensure compliance with public sector governance, procurement, and regulatory frameworks
- Oversee consultants, contractors, and internal project teams
- Manage project controls including budget, schedule, risk, and reporting
- Build and maintain strong stakeholder relationships across government, agencies, and partners
- Support organisational leadership and continuous improvement initiatives
Candidate Requirements
Essential
- Relevant third-level qualification (Level 8+) in Engineering, Architecture, Construction, Project Management, or similar
- Chartered membership of a recognised professional body
- 10+ years’ experience delivering complex capital projects
- Proven leadership of multidisciplinary teams and large-scale projects
- Strong expertise in governance, procurement, contract management, and project controls
- Excellent stakeholder management, communication, and decision-making skills
Desirable:
- Postgraduate qualification (Level 9+)
- Project management certification (e.g. PMP, PRINCE2)
- Experience in public sector capital programmes or complex organisational environments
- Programme management experience across multiple projects
- Knowledge of sustainability, BIM, and digital/information management systems
