The Chief Executive Officer (CEO) of Dublin Home Support provides strategic leadership and overall management of the organisation, ensuring the delivery of high-quality, person-centred home support services to older people, families in crisis and people with disabilities across North Dublin. The CEO is responsible for safeguarding the organisation’s mission, upholding its charitable purpose, and ensuring full compliance with regulatory and governance standards.

Accountability

The CEO is directly accountable to the Board of Directors and has delegated authority from the Board to manage the organisation’s day-to-day operations in line with approved strategies, policies, budgets, and governance frameworks. 

Key Responsibilities 

Strategic Leadership & Organisational Development 

  • Develop and implement the organisation’s strategic plan in line with its mission, values, and charitable objectives. 
  • Provide strong, inspirational leadership that promotes a positive organisational culture and supports staff at all levels. 
  • Identify opportunities for service development, innovation, and continuous improvement. 
  • Proactively respond to changes within the home care support sector and cultivate effective.

Governance & Compliance 

  • Work closely with the Board of Directors to support effective governance, providing timely, accurate reports and expert advice. 
  • Ensure full compliance with all legal and regulatory obligations, including those set by the Charities Regulator, the HSE, HIQA, and relevant employment and data protection legislation. 
  • Oversee the review, development and implementation of organisational policies and procedures in line with statutory and regulatory requirements. 

Operational & Service Delivery Oversight 

  • Direct and oversee the safe, effective, and high-quality delivery of high-quality home support services. 
  • Ensure compliance with the terms and conditions of HSE service agreements, including performance, reporting, and quality requirements. 
  • Maintain effective systems for monitoring service quality, client safety, incident management, and continuous quality improvement. 
  • Demonstrate a well-developed understanding of risk, risk assessment and risk management in context of organisational risk and service delivery. 
  • Maintain robust organisational risk management processes aligned with best practice, ensuring risks are proactively identified, evaluated, and escalated to the Board when necessary. 
  • Digital development and the integration of assistive technology within the role remit. 

Financial Management & Sustainability 

  • Oversee the organisation’s financial health, including budgeting, forecasting, and resource allocation. 
  • Ensure robust financial controls, accurate reporting, and compliance with accounting standards and regulatory obligations. 
  • Safeguard the organisation’s financial sustainability through prudent management of resources and oversight of all income and expenditure. 
  • Establish and execute targeted strategies to ensure HCP performance remains above Board-defined KPI thresholds, with ongoing monitoring and corrective action where required. 

Stakeholder Engagement & Representation 

  • Build and maintain strong relationships with key stakeholders, including the HSE, Charities Regulator, service users, families, community partners, and other sectoral bodies. 
  • Represent Dublin Home Support at national and regional forums, advocating for best-practice home care and the needs of service users. 
  • Act as the organisation’s principal spokesperson and ambassador. 

Human Resources and Organisational Culture 

  • Provide leadership and direction to the management team and wider workforce. 
  • Ensure the organisation maintains effective HR policies, practices, and structures that reflect employment legislation and best practice. 
  • Promote a culture of kindness, professionalism, accountability, inclusion, and continuous learning. 

Person Specification

Qualifications

A relevant 3rd level qualification in business, health care or social care. 

Experience

  • Strong management experience which should include financial and staff management in the area of health, social care or not for profit sector. 
  • Demonstrable experience at a senior level, in planning, developing, and executing strategic plans in line with an organisation’s aims, goals, and objectives. 
  • Proven experience in building and managing effective relationships with stakeholders both internal and external to the organisation, including managing professional relationships with statutory bodies, and/ or Service Partners. 
  • Strong understanding of governance, compliance, and risk management in the health and social care sector. 
  • Demonstrated ability to manage complex budgets and publicly funded service contracts. 

Desirable

  • Experience in home support, community health, or HSE-funded service provision. 
  • Familiarity with HIQA, the Charities Governance Code and associated regulatory frameworks.
